המאמר של אילה שקלאר 'בין הקרנות הלאומיות לארצות
האסלאם: קשריהם של הרב ישעיהו שפירא ור' בנימין
עם חכמי ארצות האסלאם במחלקה לתעמולה בקרב
החרדים, 1933-1928 ' מאיר את פועלה של המחלקה
לתעמולה בקרב החרדים בקרנות הלאומיות, שהייתה
חלק מ'קרן קיימת לישראל' ו'קרן היסוד'. על רקע מיעוט
המשאבים שהשקיעו הקרנות הלאומיות בפעילות בקרב
יהודי המזרח בראשית המאה העשרים בולט גילויה של
מערכת קשרים ייחודית שניהלה עימם המחלקה. בשנים
1933-1928 התכתב מטעמה הרב ישעיהו שפירא עם
רבנים מזרחים בולטים, שלח אליהם תשמישי קדושה
וספרים מארץ־ישראל, וזכה לתמיכתם הנלהבת. קשרים
אלה הונעו מכוח תפיסתם הייחודית של ראשי המחלקה,
הרב שפירא ור' בנימין, באשר למקומה המרכזי של יהדות
המזרח בתהליך התחייה הדתי־הלאומי.

Ayala Shklar’s article, “Between the National
Funds and the Islamic Lands: The Ties of Rabbi
Yeshayahu Shapira and Rabbi Binyamin with
the Jewish Scholars of Islamic Lands in the
Department of Propaganda among Haredim,
1928–1933,” sheds light on the work of the
Department for Propaganda among the Haredim
in the National Funds (the KKL-JNF and Keren
HaYesod-United Israel Appeal). Against the
background of the limited resources that the
National Funds invested in activities among the
Jews of the Middle East in the early twentieth
century, the discovery of a unique system of
contacts that the Department maintained with
them is striking. During 1928–1933, Rabbi
Yeshayahu Shapira corresponded on its behalf
with prominent Mizrahi rabbis, sent them
ritual objects and books from the Land of
Israel, and received their enthusiastic support.
These connections were driven by the unique
perception of the heads of the department,
Rabbi Shapira and Rabbi Binyamin, regarding the
central place of Eastern Jewry in the process of
national religious revival.
